wall paper repair

Need some opinions guys. Had a water leak in bedroom of trailer. We have gotten everything fixed except for the wall paper. There is a section in the bedroom between the window and the bedside closet. Runs about 18" wide floor to ceiling. I have tried to reglue it with a spray contact cement but it didn't last. I am thinking I didn't let the wood completely dry.
I would like to know what kind and what brand of contact cement would be best?
Also I may have to replace the wood. If I go that route I will steam the paper off carefully so as to reuse. I really want to save this section of wall board as the paper on it is impossible to match.
Any idea's?
