Wheel cover question
Are wheel covers supposed to cover the entire tire so no tire at all shows OR just the bottom inch or 2 of the tire shows?

THANKS gang!!!! Cover I have are ones I got back in '05 when we got our 1st RV and new coach has same dia tires (16"), but the covers don't go all the way to the ground.
