UPDATE.....
A while back I realized that at the factory, they never hooked up the vent line. No hose connected to it and the vent hole at the filler was sealed up with Dicor...The vent in the tank was left uncovered for spiders and road grim to easily enter...Nice work Forest River!

There was no way I could get a hose up to the filler so I attached a short piece of hose and got it above the frame rails where I figured it was above the top of the tank. I would fill the tank until water came out of this vent hose.
I just went outside and pinched this piece of hose shut and I was able to get 2.5g more into the tank before it overflowed through the fill pipe.
I checked my Hot Water heater and it is 6g. It was down a bit as we had drained every ounce of water trying to wash dishes on Sunday AM. We used bottle water to flush and wash our hands and faces...
I let the pump fill the HW tank and was able to add another 2 gal of water through the fill pipe. This now brings my total amount to 35.5 gallons with everything, including the pipes to the faucets full.
I just sent an email to Forest River for how to proceed.
