Bingo! There is the OP's missing water. I bet if he drains the fresh water tank completely from the drain valve, it will take all 45-46 gallons!
Mine gets drained often(although not a toy hauler) and when filling it holds what the manufacturer advertised. I do have to fill slow, as it get's an air pocket in the neck of the full tube and then bubbles over at about 25 gallons. I have to let it burp and then it fills the rest of the way. When I run water slow, it never does this.
For extra water capacity, I got one of these. Works REAL sweet!
