I also suspect that the pump starts sputtering before the tank is anywhere close to being really empty.
When nothing was coming out of the faucets, I went under the trailer and opened the fresh water drain. A few teaspoons of water came out....It was really dry. The pump did a good job of pumping every last drop.
The pump draws water less than a half inch above the drain valve.
