Not surprising at all, "specs subject to change" and that most people likely don't measure and I'd bet even less do so as part of PDI. I think manufactures round up to the nearest good sounding number. My TT spec'd a 12gallon black tank, held 5 gallons and that was including several feet of 3" drain pipe.
