When to use water pressure regulator on fiver?

Recently we were at a campground that had 40psi for water coming into our fiver. Normally we've seen 50+ or 60+. The question I have is if water pressure is low I am guessing you do not need a regulator....in fact would the regulator reduce pressure more?

    X2. Water pressure may be low when you check it but change at some later time.
