Although I have no reason to not believe that link, I would confirm which each actual state their laws on tandem towing.
Additional reasons to consider having a way to transport your ATV/SxS outside of your TH is staging area space and camp break-downs. Perfect example is being in Moab. I'm not sure if you would be allowed to drive a street licensed SxS to the Poison Spider staging area, but if you had an ATV, I'm pretty sure it would not be allowed. The Poison Spider staging area is somewhat small and would not accomodate a truck pulling a TH. Having your truck with utility trailer would allow a lot more flexibility to get into staging areas and allow for not having to break camp to move your SxS/ATV in areas you can't drive them to.
Then there are many areas in CO where you just can't get a large RV trailer but where you might want to go ride. In CO, it is not legal to drive ATV/SxS on streets unless that specific town has regulations to allow it. When they do allow it, there are many restrictions and few roads you can drive on.
That is a great point about using the utility trailer to shuttle your machine around once you make camp. After just getting back from CO this would have been handy for sure.
