Who's got the dealer to actually change the Tires.

Or, you do your research and make a reasonable out-the-door offer, including new tires (and wheels, if necessary), then be prepared to walk, or offer significantly less, if they won't. Personally, I thing the better deal would be to get your best offer on the FW, then get your best deal on tires (and wheels) from a tire shop. Probably be money ahead, especially as you can turn around and sell the OEM tires and make a bit back.
