Anyone ever get in legal trouble over residency issues?

Medicare is accepted nationwide and not a problem for fulltimers. Now this is for regular Medicare only; if you go the Medicare Advantage route, you may have problems as most of those are HMOs. Traditional Medicare with a supplemental is the way to go for fulltimers.
