You can check out this website free to look at reviews of local area campgrounds.
You might find a decent towable RV for <$10K. Do you already have a suitable tow vehicle? If not, you'd have to find a centralized park and stay there for the entire time. You'd actually get a better rate that way.
I've been to a few campgrounds where cats were allowed to roam free while dogs had to be leashed. Unfortunately, they're in the minority so you might have to train your cats to stay inside.
