The big three states are not the only ones that offer those mail services. Many, if not most, UPS Stores also offer these services and they are located throughout the USA. Most people choose one of the big three for financial reasons. None of them have a state income tax and they do offer low vehicle registration costs. That said, you need to do some research to see what fits your needs the most. The aforementioned Escapees site is a great place to start.
