Is it just me or do you get more confused the more informaiton you get? Other than Florida, South Dakota and Texas it seems trying to set yourself up in any other state, other than maybe where you live now, is a nightmare. I thought maybe you could drive to Arizona for example and park in an RV park for 30 to 60 days and establish residency that way.
It seems other than the above three state, if you want Arizona or any other state you better move to that state, park your motorhome, get and apartment and establish residency from there.
This idea of just picking another state as a full timer seems great for conversation "but it just ain't so"!
