The three states mentioned (FL, SD, TX) have mail forwarding companies that cater to RVers. That is one of the reasons that they are so popular. The other states that have no state income tax do not make it easy for fulltimers to do things like vote or get health insurance or any one of the myriad of different things they do like the three states mentioned, nor do they have mail forwarding companies that specialize in working with fulltimers.
Maybe those other no-sale-tax states are problematic. However, though my domicile AZ does have a state income tax, I have not found any of the "myriad" of bad things you mention.

If AZ was so good for fulltimers, there would be loads of people with AZ plates in every park all summer long throughout the US.
If popularity is the sole criteria, then I guess we should all start dining at McDonald's regularly.

As to the Texas registration process - it is being worked on by Escapees, which is lobbying on our behalf and I have no doubt that it will be worked out this year. That is the other thing, who in Arizona is going to lobby on behalf of fulltimers?
If that Texas full timer lobby was so powerful, how did the law get passed in the first place?
And fulltimer lobbying in Arizona? Well, it won't be the Escapees, will it?
Anyway, Barb, the Texas law is still in effect -- please tell us about the current Texas vehicle registration process for those considering Texas as a domicile.
