Foodsman: Selecting a domicile is a unique situation for everyone. You need to find out which state would be best for YOU. We cannot do that for you.
You can stay in Arizona with your RV for 6 months as a visitor. Are you planning to stay year-round? If so, then you need to contact the various Arizona government offices and start asking questions about establishing a domicile and costs of your registration, insurance, license requirements, taxes, will a mail forwarding address work, etc.
Then choose another possible state for you and do the same thing. Whichever works best for YOU, that's the one you go with.
Texas worked best for us for 16 years as full-timers and we have no doubt that the March 2015 vehicle inspection fiasco will be corrected. This problem isn't only for RVers. It affects truckers, out-of-state workers, college kids, and others.
Each state will have it's own law on what address is needed for domicile. Some accept PMB (private mail box), some won't. Some will accept a UPS store, some will not. Some accept a campground address, some will not. You will need to do the leg work. We can't do it for you. We have all given you suggestions, that's all. Don't base your decision on our statements.
