You didn't do a very thorough study of SD; you never have to step foot in the state to reg your vehicles or renew their reg.

you do have to return once every 5 yrs for DL renewal, but if your birthday falls in winter months you can renew up to 6 months before, or by filing a request, you can delay your expiration date by 6 months.

Also, there's no point in mentioning any state with residency requirements (like Oregon), regardless of the tax benefits. They won't allow you to call yourself a resident anyway. - Larryzv7ExplorerIt seems the primary consideration in the discussion here is taxes, State or otherwise. Which is not a consideration for me; my retirement income, social security, etc., is tax free, and that is one of the main reasons why I can afford to have California as my base, and I do sometimes spend winters in California.
I have not had to file a tax return since I retired, but I will admit that gasoline prices, vehicle registration, and a number of other things, are higher in California than they are in many other places. It is a matter of weighing cost benefit. I lived in Colorado for a few decades and endured the snow there; moved out to California to fulltime RV year round; again it depends on a person’s individual circumstances and preferences.
I avoid the traffic in Southern California just like some might avoid the winters in South Dakota; I rarely go into the city, any city, and the cost benefit for me to use California as my base is worth it, and yes, I know that there are many who will say that they could not wait to leave California.
The bottom-line for me is that I get more use from my Veterans benefits in California than any other State, as California has more military bases (campgrounds) than any other State. These are some of my personal considerations for a State of record. - DianneOKExplorerYes the winters are brutal in SD....but....why would you spend winter there? You have wheels...use them. We were SD residents for 7 years and never spent a winter there.

Set up a mail forwarding service so you have a 'physical' address.
They can also handle registering your vehicle for SD plates (for a fee)
Then you drive over to SD....stay one night and keep receipt. Get the receipt in BOTH names.
Next day go to local Department of Public Safety office with proper documentation and application for DL and sign an affidavit as to SD being your only state of 'domicile'
Register to vote, change of address, change your will/trust, banking etc.
