I've heard they make sure you have a windshield, 4 tires, a steering wheel, drivers and passenger seats, a door, that the engine starts most of the time, most of the chassis lights work (that is about twelve points right there), and that it has both forward and reverse transmission gears. That is about 22 or 24 points by my count. :)
