Under IE10, when you press F12, it opens up a new window with the HTML code for that page. Look along the top line of commands and choose Browser Type: IE10; you may choose either IE7 or IE10 Compatibility Mode, and the page will display correctly (after you close the Programmer Mode window ;) ).

Interesting.

I can get it up using Google Chrome (with LOTS of pop-ups) but IE-8 continues to return the error message.
