I know that thru our ownership at a local resort we have access to cost to coast, what is it and how does it work?

Following info is based on my own personal experience with C2C

C2C is an 'affiliate' camping program that can be part of a 'home resort' membership
C2C requires yearly membership dues (in addition to home resort dues)
Yearly dues ae based on C2C membership level (Classic/Deluxe/Premier----$89/$139 yr)
C2C affiliate membership allows you to stay at various private CGs across US/CAN/MX for reduced nightly rates ($10/15 nite) and stays at Encore/Good Neighbor CGs for slightly higher nightly fees.
Level of membership determines length of stay (7 nights vs 14 nights) and which private CGs you can use (Classic only Classic vs Deluxe at Classic and Deluxe etc)
Home Park affiliate membership determines which C2C level you can join.
We Ftd for 7 yrs and had C2C Deluxe.......we could stay up to 14 nights per visit at $10/$15 night vs normal nightly fee of $35/$65/Whatever
C2C affiliate CGs did have some restrictions of usage (peak seasons/weekends/holidays etc) but not all had these restrictions nor did they really affect us as we traveled about
C2C affiliate CGs do have 'reservation' requirements which is very easy to do on-line via C2C website....very user friendly
C2C affiliate CGs are spread all over........some in 'destination areas' some in out of the way areas.
We used them WHEN they were convenient for or travels.....HEY as a FTr we had to park somewhere every night so might as well only pay $10/$15
It is a decent membership program.
Can save members money when used

My only word of caution is BUY RESALE (NEVER BUY DIRECT)
RESALE ....and then USE IT!
Saved us LOTS in CG Site fees and we stayed in same private CGs that those that paid High Dollar for did.
