The difficulty is in finding a place with adequate space. Have you ever tried to reserve 300 campsites for a Samboree? How about 20 sites for a chapter camp out? It isn't easy.
We often hear complaints on here about the difficulty of getting one site. Imagine your wagon master trying to reserve 20 sites all together.
Since you are already a chapter member, why not become an officer and contribute to the direction of the chapter? I have served in several positions and the ones with the most complaints are also the ones unwilling to serve and to work.
