It is absolutely ridiculous they can't issue a card on the spot. Waiting a minimum 3-4 weeks and you might get it, just don't cut it! BTW, I am a CW supporter and think they provide a valuable service but when something is broke, it needs to be fixed! CW had revenues of $2+ Billion in 2013, they can do this if they want to.
