Perhaps my understanding of ERS is in error, but I expect nothing more than to be made road safe or to be taken to a repair facility. I maintain an extended warranty to make repairs, or I contract with a shop to make repairs. Emergency roadside service gets you off the road safely. Am I mistaken?

I do not think you are mistaken. While I would have called GS, I do not expect them to know every repair outfit that exists and their quality of work. I think the problem is, there are good and bad folks in business everywhere.
I don't let just anyone work on my rig. I had an air leak. and the rig was not movable as the brakes were locked, GS sent out a Mobile Mechanic as I did not have the part I needed to fix it, just as I requested. I questioned the guy when he arrived, and looked the Company up online. If I thought at anytime the guy did not know what he was doing, I would have stopped him from doing any other work, and called around to see if I could find someone else.
When you have an industry that sets the standard, then sets the criteria on who is certified and who is not, you will have incompetence. Reminds me of the old saying, never let the fox watch the hen house.
