Could it be that campgrounds wait for the directory to publish and then resign their membership? That way, they would be listed as a GS park, attract those of us looking for the GS membership, and not honor the discount.
I talked with two park owners on our recent six week trip. Each said their GS membership and Trailer Life listing was worth the cost. Interestingly, one had GS inspectors on site at the time and the other had been visited the day before.
