No Rental Unit Discounts to C2C members

I have come across a few C2C deluxe campgrounds that post on their website rental rates for members and nonmembers. To get the member rate you have to be a member of their park, therefore C2C deluxe members have to pay the nonmember rates. I thought C2C deluxe members were supposed to get a discount on rental units as a part of the C2C membership plan. Please explain

    Member of their park...Home Park Member

    NOT an 'affiliate member' which is what C2C is to that park.

    Deluxe C2C can gets discounts...but that doesn't mean at ALL CGs.
    Each affiliate CG has to have their 'park members' as priority and then the 'affiliates' come second.
