It has been my experience - once in New York state and once in Ca.- that the Highway Patrol WILL help you. 911 will get help. Both times the Trooper changed my blow out himself. He said "this is my job".
If he can't help himself, he will get help to you. And his help is FREE!

I certainly would not expect an officer to change a tire, but I have had them sit behind me with flashers on while I changed the tire.
These type of posts sometimes amaze me. If you are in danger - CALL THE POLICE! Don't wait for ERS to get you out of a dangerous situation. The police will get you a tow and you can request reimbursement from the ERS later.
If you are on the highway with a blown tire - DRIVE TO SAFETY! The cost of a destroyed rim is minor in comparison to the lives put at risk. Consider the family of four that may die when they plow into the back of your RV sticking out into the road!
This is not aimed at the OP, just all road users in general.
