I'm not real sure of the handling issues as my personal experience doesn't include DP's shorter than 40 feet, but...
It is true that the distance from the drive axle to the rear bumper on a DP is pretty well fixed in iron.
Front overhang is pretty fixed as well.
So a short coach must have a short wheelbase. And short wheelbase heavy vehicles (think city transit bus here) tend to have very tight turning ability and a tendency to porpoise all over the place.
I also do not doubt much of this can be overcome by good engineering.
