Not a true assumption. The Banks programming
may cause
some MH to fail local emissions testing. Because yours passed emissions test does not mean it is not Banks programming. Take it to Ford or a Banks dealer.
The Banks Powerpack, which is what you described does have a chip.
Our 2013 Allegro, with V10 (3 valve) & NO Banks, has about the same power as our former MH, with V10 (2 valve) & with Banks Powerpack. I have no doubt that a Banks Powerpack would increase the power on the 2013. We are currently leaning to not getting a Banks, as this is pretty good power. Would not turn it down if it was installed for free.
