On top of "because they can" Caltrans now said that because they have so many engineers on staff with nothing to do they will be using some of the new gas tax money for environmental studies mainly to see what effect "global warming" has on asphalt and concrete.
Here's a idea, why dont you use if for what you told the tax payer you said it would be used for!
