I have a 1989 454. Had a major fuel issue getting to the carburator. I had to drop the tank, install a new internal fuel pump. Installed a new fuel regulator outside the tank. Installed new fuel pump on the engine. And rebuilt the quad carb. I all works wonderful now. Go figure. So, I would suggest any or all of these things to consider.
