The pump should only run for a few seconds when you turn on the key, then stop. The engine would normally crank over and fire, get oil pressure and the fuel pump would run via the oil sending unit.
I did find in my cheapie book the fuel pressure for 1990 needs to be between 9-13 PSI for TBI systems. In 1992 pressure is a little higher 26-32 for TBI, in 1996 went to 60-66, but that is multi point injection.
Did you check the crank position sensor? It is located under the balance adjuster on the front of the engine.
Camshaft position sensor? it is located inside the distributor.
