Sounds to me like there is a blockage from the fuel filter to the carburetor. You stated that at the fuel filter it sprays out, so the pump is working. But evidently fuel is not getting up to the carb. Why not disconnect the fuel line from the carb, disconnect at the filter, and blow air thru the line from the carb end out the filter end. OH, did you check the fuel filter?
