OP says he has TBI and not carb. 1989 had carb for most of year and 1990 has TBI.
If it is a carb, there could be a second filter on the fuel connection on the card.
It could be a needle and seat stuck not allowing fuel into the bowl or the float is stuck in the up position.

Does your carb throttle body have two injectors at the top with four wires, two to each injector?
