I just replaced the fuel pump in my 1990 TBI Chevy/Southwind. Ugly job because the pump is in the fuel tank. However, when I was troubleshooting the problem, I could hear the pump running and there was some gas coming out of the in-line filter when I loosened the connections. I disconnected the line at the carburetor and there was no fuel getting in so that would be a good next step. Also, don't some fuel systems have a small filter inside the carburetor that is part of the flare receiver where the fuel line attaches? Just a few thoughts.
