The first thing I would do is take a look at the engine and replace all of the vacuum pipes and hoses. My old 454 suffered from almost every hose and connector being cracked or split - under the doghouse it can get very hot and the pipes take a beating. There is a round 'vacuum accumulator' in the front and you will probably find many of the vacuum lines snapped - buy a reel of the pipe from Autozone or Pep Boys and remake them - it's easy to do if you do them one at a time. Originally they were probably color coded but I could only ever find black in the store.
