The first thing I would do is take a look at the engine and replace all of the vacuum pipes and hoses. My old 454 suffered from almost every hose and connector being cracked or split - under the doghouse it can get very hot and the pipes take a beating. There is a round 'vacuum accumulator' in the front and you will probably find many of the vacuum lines snapped - buy a reel of the pipe from Autozone or Pep Boys and remake them - it's easy to do if you do them one at a time. Originally they were probably color coded but I could only ever find black in the store.
I have looked till I turned crosseyed and I cannot find any type of vacuum accumulator anywhere. There is a round sort of thing, but it only has one hose coming off of it. The lines from the heater controller mysteriously disappear beneath the behemoth dash.
Any suggestions on its location would be appreciated!! thanks,eh?

Found the culprit! The "round sort of thing with one hose" actually had another connection to it without a hose attached. I found the hose laying a foot away. After a bit of rerouting, the hose is now plenty long enough so it will stay connected. All of the functions on the heater controller now work.
