Any additional items on the same 12 volt circuit lowers the voltage and kills the dash lights on the Actia dash, which is used on the W22. The fuse is underneath the dash on the left side of the steering column. Run a jumper to the dash lights from another source and you will see that they work fine.
Take off the ICC lights and I'll bet they work fine.
It didn't make a lot of sense to me but I know what corrected the problem and that was good enough for me. If you look at your wiring diagram you will see that the ICC lights are supposed to be on a different circuit than the Actia dash.
