You should be able to shift through all the gears smoothly. After you check your linkage disconnect the cable and see if it shifts into the lower gears. When I had this problem the plastic sheath that surrounds the cable actually shrunk from the heat(leaking exhaust manifold) preventing the cable from moving inside the sheath. The replacement cable was wrapped with insulation.
