First replace the first filter! Cut it apart an if it is full of black guey stuff that is trouble.Black stuff is fuel bacteria.I would be reluctant to change final filter if you are not very familiar with system as it is of uppmost importance that no dirt enters filter .After filter change turn on key an go listen to transfer pump an it will click until enough fuel an pressure are available to start. Better yet fill filter with CLEAN  fuel before you install. I replaced the fuel transfer pump on my 8.3 Commins an  there cost i thinktook myself an my son 3 hrs .Dealer furnished pump an it was 300 dollars .If taken to dealer i think you would approach $iooo so do the filter thing first!!!
