Based on my experience, with an old radiator it is most likely the radiator itsel. They get a coating inside and the fins detach from the cores and then they just don't cool things like they are supposted to. Given the relatively low cost of replacement radiators today, I would just replace the radiator and be done with it. I have fought cooling issues in vehicles by chasing themostates and everyting else and finally FIXED it by repalcing the old radiators. They looked good, but just didn't work as they should anymore.
