That's never a good thing. It might not be your ultimate problem, but between a leaking tank and brown gas I'm guessing you got some rust going on.
Given that, then I would assume your intake is plugged or gets plugged as you drive down the road. Letting it sit for awhile allows the gas to get past the plug (fuel pump sock) and run for a short time until it demands more fuel then the system can deliver. Don't know if this would work or not or do damage to the pump, but it would be a test to shoot compressed air down the fuel line at the filter to see if it unplugs the blockage. Again, can be a lot of things but brown fuel is never a good thing.
Could do the carb cleaner trick to see if it helps allow the engine to run. That could be one more thing to put into your problem solving hat.
