i have a 89 tioga arrow ford e350 with a 460 v8 has a very bad exhause leak looking for a after market header that will fit and is ca smog legal or would it be best to replace with stock exhaust manif...

You could have broken bolts, however just replacing them may not solve problem as the original exhaust manifolds could be warped.
Kind of expensive for real good headers for your year. The standard ones here should work just fine. (verify that they are smog equipped) You may still have to fix bolts.
