Cut open the shrink tube and see what you got. The larger bulge looks like a resistor. I bet there is a second resistor in that shrink tubing and the combination of the two with a ground wire sets up a lower voltage signal or minimizes current draw for the control board. Could be water or corroded connection in that shrink tubing. If so should be a easy fix.
That's my next step.....it'll remove the mystery.
