Can you run 2 roof air on 30 amps?

I have no problem running 2 units on a 30 amp circuit. My EMS shows around 22 amps, sometimes a little higher, but never over 26. The EMS won't allow both units to start at the same time. My units are only 13,500 btu heat pumps.
