On my '04 Vectra (sister to your Horizon) the air horn relay is in the front gen compartment behind the aux air hookup panel where the air gauge is located. Not sure if yours is there but that's where I'd look first.
Others who have had issues say to give it a couple raps with a hammer and/or squirt a touch of oil in it and let it soak. They are robust but can sometimes seize up due to moisture etc. You can also jump it with a 12v cable to see if it really is the relay or the switch/wiring etc.
On my '04 the manufacturer is Hadley, their web site had a maintenance PDF for the relay.
