Sometimes when you are rotating the tires, you might realize that the same long stem that you are requesting for the inner tire will also be the "Extra long and pointed the wrong way" stem that was on the outer tire and now is the inner rim.
So in reality, the stems are pointing the same direction on all the rims. Outward on the inner rims and inward on the outer rims. The stem needs to be somewhat short when that rim is mounted on the outside rear, and can be a little longer when mounted on the front or rear inner dual.
You can buy stems that are longer, should you desire to never rotate the rims from the inner dual position.
