California may not license their home inspectors but Washington State, where the OP is located, has licensing requirements. The inspector should have all of the equipment needed to test for mold, and other things that may be present in any residence.
They also have ozone generator that are pretty good for removing odors and killing most bacteria in a structure. These are used after a fire to remove odors, etc.
