The ON/OFF is for both the antenna AND the Modulator (Which is used for DVD playing).

Is this in the bedroom? If so that is very likely the end of the TV-2 coax
Connect it to the TV with a coax jumper
Question: Do you get ANYTHING on the bedroom TV? (Ant/DVD/Cable/SAT/DVR)
