When DW and I were in Alaska this past July/August, we never saw an outside parking space without a 120v outlet. Not a single one. My nephew, whom we visited while there, said in the dead of the winter, a fully charged battery would definitely freeze. Of course, it can easily get to -50 degrees F there. The outlets are to heat the battery, transmission, engine block, etc.
BTW, it is funny to see a pan of boiling water carried outside and thrown in the air at -40. It freezes with a loud crack, and hits the ground as snow. He had a video on his phone clearly showing this.
