I figured out my problem on the brake controller and maybe help someone else later. My 97 Tioga has the pre-wired electric brake socket just behind the emergency brake. Well actually it has two sockets one just above the other. I guess I plugged into the wrong one. The lower one is black and now powers my controller and no constant parking light. The other one was grey and not sure what it goes to just seen the blue and orange wire and assumed it was for the brake controller. Anyways hope my frustration can be useful.
