All air tanks on compressors have to be tested periodically for rust and corrosion. They use a device that can detect pin holes etc in the metal tank itself. I would locate a compressor sales company or visit a local repair shop and ask them about that. For me, a propane cylinder isn't where I would try to save money. Not sure how someone can diagnose the condition of the tank over the phone. Sure they may rust, to what extent is another issue.
